Tropical Update: Tropical Storm Julia forms off Guajira Peninsula

HOUSTON — Tropical depression #13 became Tropical Storm Julia Friday morning, according to the National Hurricane Center.
Hurricane watches and warnings have been issued for Nicaragua and the offshore Colombian Islands.
This system will be no threat to the U.S. but is expected to bring heavy rain across the ABC Islands and portions of northern South America through Friday.
Tropical Depression #12 near the west coast of Africa is now a remnant low as the upper level winds have sheared it apart.
